Here is the Best Lite IDE to use when you are just starting to learn C#;

-#Develop (short for SharpDevelop) is a free IDE for C#, VB.NET and Boo projects on Microsoft's .NET platform.
The only IDE out there for C# which is about 13mb size but packs all you need to make simple and advance C# project, which is quiet good for People who are just beginners to C#...
What makes it awesome is that It is open-source, Yeah! You can Modify it to your liking...

SharpDevelop does not support the latest C#, it can only support C#5. This simple lite IDE will help alot cause it small and it doesn't take alot of time to compile or Debug...

But Here is my reason why?

-All windows OS comes with .net Framework, cause of that you can build C# Tools, Hacks and so much more without installing anything on your PC...
The .net comes with the compiler that you can use to build c# program with just opening a CMD.exe and the default Notepad. Yeah! you can make a C# program with just notepad and cmd...

How? is the question...
Here is how you can do that;

-First let set up the Environment Variables to show the PC where to find the C# Compiler....
--Copy the path of the compiler by navigating to C:\Windows\Microsoft.NET\Framework\v4.0.30319
--If you are using Windows 8 up 10 Then press The Home button, the button with a windows logo...
--Click on System
--Then click Advanced system settings
--On the right corner click on Environment Variables
--Click new
--Variable name: any name with no white space literal..
Variable path: paste the path of the compiler C:\Windows\Microsoft.NET\Framework\v4.0.30319
--Click ok

To check if it working open cmd then press csc and press enter
it will display the version of .net framework installed like

Will Continue This topic. I will show how to build cool programs with just notepad and cmd and if time permits i will even drop a short tutorial about hacking wifi with notepad and cmd in which will make cool c# programs that just do that....

And i will make sure to provide screenshots so it will be easy to flow and if you are new in C# need help, just pm......................................................................
